it is not tied to the specific phonemes because in spoken languages these shift around quite a lot and wether the written form is updated is never guaranteed
so for example, most romance languages shifted their c’s from a sound more similar to k (as it was in latin), to a softened one like you just thought of it as, but some words werent included in this. thats how italian has both c as in caffè and c as in ciao
